Follow Up – KCS Petitions FRA to Perform Mechanical Inspections in Mexico

In a recent article on the TCU website it was reported that a group of bipartisan congressman wrote to DOT Secretary Chao concerning Kansas City Southern’s (KCS) petition for waiver to allow Mexican crews to preform Class III inspections on the Mexican side of the border instead of the inspections being performed by US inspectors on the US side of the border at Laredo, Texas.  KCS then wrote Secretary Chao in response to the bipartisan letter. 

A new document from the American Association of Railroads (AAR) has been added to the Federal Railroad Administration (FRA) docket.  The letter was written to provide information to Chao concerning the relation of the requested relief to NAFTA. AAR also included KCS’s September 19, 2018 letter to Chao to explain the carriers’ position regarding the FRA waiver and a September 18, 2018 letter from AAR to US Trade Representative Lighthizer to explain the petition for waiver’s relationship to NAFTA.
